LEIGHTON ANGLING SOCIETY

GENERAL RULES

These Rules should be read in conjunction with the Society’s Constitution, see below. Further copies are available from the Hon. Secretary if required.

Fishing the Society’s waters can be dangerous as there is a risk of injury or death, particularly from drowning.  You are therefore advised to take due care of yourself and others, especially any children under your control, when fishing Society waters.  You are advised not to fish alone and to take sensible precautions to ensure you can get out of the water should you be unlucky enough to fall in e.g. by using a stout rope to tie yourself to a tree, bank stick, or other suitable anchor point.

  1. Membership of the Society runs from 1st January to 31st December. Subscriptions must be paid as soon as possible after 1st January. Members who do not renew their subscriptions between 1st January and 31st March of the New Year will be deemed to have relinquished their membership and must therefore re-apply.
  2. Members must be able to prove their membership to any Society Bailiff, or to another member. This is simply done by giving your name if you are registered with Clubmate, but members who are not registered will need to show their membership card.
  3. No dogs allowed to accompany any member or guest whilst fishing Society waters.
  4. Members fishing for eels in the Coarse Fish Closed Season are restricted to worm baited ledgered hooks only.  Environment Agency Rules also apply.
  5. Pegs 61 to 65 inclusive are reserved for Salmon Fishing only during the Salmon Season, except on Coarse Match days.
  6. Visitor day tickets are available. Please note that Members may take no more than 2 guests on any single visit to the Society’s waters.
  7. Members must remove any litter from the peg they fish, whether it is theirs or not.
  8. Members are encouraged to return all Pike to the water, but must return those of 10lb or more.

    SALMON RULES

    1. All anglers must be in possession of a current Salmon Licence before fishing the Society’s waters.
    2. Etiquette of Fishing Salmon Pools:

    Upon arriving at a pool, which is already being fished by a member(s) the newcomer must go in behind or upstream of the member(s), unless permission to do otherwise is granted by them.  Any member fishing a pool must, on arrival of another member, vacate the pool half an-hour after the arrival of the other member.

MATCH RULES

  1. Competitors may take up any position within the marked peg they have drawn, provided it does not interfere with the competitor above or below them. A competitor’s swim extends from the peg drawn to 3 metres above the downstream peg.
  2. Wading is permitted.
  3. No catch will be weighed in if there is litter in the peg, whether the litter is the competing angler’s, or not.
  4. Keepnets must be used for all fish caught. Pike count but must be caught on match tackle.
  5. All fish caught must be carefully returned to the water immediately after the weigh-in.
  6. Only one rod or pole may be used at any one time. Other rods or poles may be assembled ready for use but must not be baited.
  7. Double or treble hooks are not allowed.
  8. Spinning is not allowed.
  9. Live or dead baiting is not allowed
  10. Matches will be fished for 5 hours, from 10:30 to 15:30. The Match Secretary reserves the right to amend these times, or the duration of the match.
  11. No angler may receive assistance of any kind during the match, except in matters of personal safety.
  12. Anglers must not leave their pegs except for calls of nature.
  13. Testing of feeders and float rigs, positioning of keepnets and mixing of groundbait before the start of the match is permitted, but no baited hook or other feed is to be used until after the starting signal has been given.
  14. Any fish hooked before the end of the competition will count, provided that it is landed within fifteen minutes of the all-out signal being given.
  15. Infringement of any of these rules will lead to disqualification.
  16. Any form of cheating will lead to instant disqualification. Further disciplinary action, for example a ban from future competitions, may also be taken.
  17. Any objection must be lodged with the Match Secretary on the day of the match, or it will not be entertained. Any decision made by the Society’s Committee, arising from such an objection, will be final.

NO NIGHT FISHING

All members and their vehicles are to vacate the waters and car parks by dusk.  This means by no later than 1 hour after sun-down

Following changes in the way insurance companies manage liability claims, our insurers require the Society to advise them immediately following incidents in which they may have an interest.  In particular, incidents involving personal injury.

In order to comply with these changes any member who is involved in an incident whilst angling or on any fishery must immediately report the circumstances to the Secretary

WEIL’S DISEASE

Weil’s Disease (Leptospirosis) is a bacterial infection carried in rats’ urine which contaminates water and the banks of lakes, rivers and ponds. It is a serious disease in human beings that requires hospital treatment. The early symptoms are similar to those of flu and normally start 3 to 19 days after exposure to contaminated water. Every year people die from this disease which is unnecessary because it is easily treated if diagnosed in time.

DON’T LET IT HAPPEN TO YOU

There are a number of precautions you can take:

  1. Cover any cuts, sores or scratches with waterproof plasters or gloves.
  2. Disinfect any wounds that occur at the waterside
  3. Wash your hands or cover food with a wrapper before you eat.
  4. Do not put your hand in your mouth after immersing in river water and never place bait or fishing line in your mouth.
  5. Do not touch dead animals, especially rats.
  6. If you develop flu like symptoms that persist, tell your doctor that you may have been exposed to Leptospirosis so that he/she can consider it in the diagnosis
  7. Do not leave food or bait on the bank side.

EEL FISHING

Eel fishing in the Coarse close season is only permitted if conducted within current Environment Agency guidelines.

CONSTITUTION OF THE LEIGHTON ANGLING SOCIETY

NAME

  1. The society shall be known as the Leighton Angling Society, herein after referred to as “The Society”.

OBJECTIVES

  1. The objectives of the Society are to:
  • Promote the sport of angling.
  • Preserve wildlife.
  • Conserve the countryside.
  • Organise competitions.
  1. Membership shall be open to all, but will be restricted to the limit stated within the terms of the Riparian Owner’s Licence. Members are expected at all times to conduct themselves in a sporting and responsible manner and to abide by the fishery rules and regulations of the society and those of the Environment Agency. Classes of membership are:
  • Full member: Those aged 18 to 64 on 1st January.

  • Senior Citizen: Those aged 65 and over on 1st January.

  • Disabled member: Those in possession of a concessionary disabled rod licence issued by the Environment Agency.

  • Student member: Those aged 14 to 17 on 1st January.

  • Junior member: Young persons up to the age of 13 on 1st January.

  • Life Member. Anyone nominated and approved by a General Meeting.

  • Honorary Member. An individual who, in the opinion of the Executive Committee, has provided specific meritorious services to the Society.

The Committee has the right to terminate membership of the society or to refuse any application for membership and will if requested specify the reason for doing so.

  1. Membership fees shall be set each year at the Annual General Meeting (AGM) – see paragraph 8 below.

MANAGEMENT STRUCTURE

  1. An Executive Committee consisting of a Chairman, an Honorary Secretary and an Honorary Treasurer shall manage the Society. The Executive Committee may co-opt, as may be deemed necessary, up to three additional Temporary Executive members. The society may also elect a President who may be invited to attend committee meetings but shall not be eligible to vote.
  2. Executive Officers shall be elected annually at the AGM.
  3. Any member wishing to become an Executive Officer must have at least two years continuous membership and be nominated by another member to the Hon. Secretary, in writing, at least four weeks before an AGM. At the AGM a third member must second the nomination.  If there is more than one nomination for the post, there shall be a vote by those members who are present and entitled to vote.  If there is a tie, the Chairman shall have the casting vote.  All potential Executive Officers must disclose any conflict of interest with the Society’s aims e.g. membership of anti-blood sports organisations, at the time of their nomination.  Anyone elected who is later found not to have disclosed such information will be immediately removed from office and banned from the Society.

MEETINGS

  1. There shall be two types of General Meeting:

a. Annual General Meeting. The AGM will normally be held in February each year and will be formally notified to all members by the Hon Secretary at least two weeks in advance.

b. Extraordinary General Meeting. The Executive Committee may also call an EGM at any time.  EGMs will be used to deal with major and /or urgent Society business that cannot wait until an AGM.

9. The Executive Committee shall meet as frequently as deemed necessary, but in any event not less than once per annum. Minutes of such meetings will only be produced if a major decision, that would have to be put to the membership at a General Meeting, has to be made.

FINANCE

  1. The Hon. Treasurer shall manage the Society’s finances. He/she shall ensure that the Society’s accounts are independently audited annually and that a formal report is presented to the AGM.
  2. The financial year for the Society’s accounts shall run from 1st January to 31st and December after 31st
  3. Honoraria. The Secretary/Treasurer of the Society plus the Match Secretary and Water Bailiffs shall receive honoraria.  The AGM shall set the levels.

DISCIPLINE

  1. Complaints. Any complaint from a member of the Society must be sent, in writing, to the Hon. Secretary who will notify the other Executive Officers. The matter will be dealt with by the Executive Officers, except where they consider that the membership should be consulted.  It will then be dealt with at a General Meeting – see paragraph 8 above.  The Hon. Secretary will notify the complainant in writing of the outcome.  If the complainant is not satisfied with the outcome he/she must lodge an appeal, in writing, within 4 weeks of receiving the outcome from the Hon. Secretary.  The Executive Committee will consider the appeal and its decision shall be final.

CONSTITUTIONAL  AMENDMENTS

  1. Amendments to this constitution can only be made at a General Meeting – see paragraph 8 above. Any proposed amendment must be put in writing to the Hon. Secretary at least 4 weeks before the General Meeting, or it will not be considered.  For the proposed amendment to be adopted, at least 60% of the members present and entitled to vote must be in favour.

DISSOLUTION – DISPOSAL OF FUNDS

  1. If, for reasons beyond the Society’s control, the Society needs to be dissolved, the membership shall be informed at a General Meeting – see paragraph 8 above. Any remaining Society funds at the time of dissolution shall be equally distributed among the then members of the Society.
